As of 2021, 28 states protect their residents freedom to work – opening the way for free enterprise, business growth and state prosperity by not requiring them to be union members as Illinois could be if SJRCA 11 is amended to the Illinois state constitution.
Those states that allow their residents the freedom to choose whether or not they want to be union members are:

- Florida
- Idaho
- Georgia
- Indiana
- Kansas
- Iowa
- Kentucky
- Michigan
- Louisiana
- Mississippi
- Nebraska
- Missouri
- Nevada
- North Dakota
- North Carolina
- Oklahoma
- South Dakota
- South Carolina
- Tennessee
- Utah
- Virginia
- Texas
- Wisconsin
- Wyoming.
- West Virginia legislation is pending.
If SJRCA 11 were to be amended to the Illinois Constitution, people that choose not to be union members could be denied access to employment simply based on that view. It would be illegal to limit or restrain any union power – both in both private and public sectors.
