SPRINGFIELD – At a press conference held after both chambers adjourned the spring session Tuesday night, Governor Rauner said, “Today we end the spring session in stunning failure.”
He went on to describe how Democrats intend to block any crucial votes on income tax hikes and Rauner’s Turnaround Agenda items until after the November election. Any votes between now and then would require a super-majority vote in both the Senate and the House. For enactment, they would require Governor Rauner’s signature. The two sides are at odds and the state of Illinois enters a second year without a state budget.
