WASHINGTON – President Donald Trump re-opened negotiations to begin construction on the Keystone XL and Dakota Access pipelines Tuesday.
Trump said the proclamation calls for the pipes to be built in the United States and that the pipeline will open the way for 28,000 "good" construction jobs.
As proposed by TransCanada, a Canadian firm, the Keystone pipeline would carry 800,000 barrels a day from the Canadian oil sands to the Gulf Coast.
One portion of that pipeline would go through Nebraska, Kansas, and Missouri to Patoka, Illinois oil refineries.
