The State Board of Elections has found the Campaign Finance Complaint filed against Democrat Terra Costa Howard justifiable, and imposed conditions and referred for civil penalties for (1) failing to report in-kind contributions of $1,000 or more from Personal PAC and (2) delinquently reporting eight separate contributions of $1,000 or more.
Howard is challenging incumbent pro-life Republican State Rep. Peter Breen in DuPage County's 48th District.
The Board of Elections also found the Complaint filed against Personal PAC justifiable, and imposed conditions for (1) failing to identify itself as a payor on political communications and (2) failing to report numerous independent expenditures of $1,000 or more to support Terra Costa Howard.
